According to Art. 396 of the Civil Code of the Republic of Belarus, a public contract is a type of agreement where one party undertakes to provide services to an undefined circle of persons requesting such services.

A public contract does not require drawing up on paper and its subsequent signing by the parties, it has legal force by virtue of the parties' performance of certain actions indicating their will to enter into contractual relations.

In particular, publication (placement) of the text of a public contract on the official company website is a public offer of the company addressed to a wide circle of persons for the purpose of rendering certain types of services (cl. 2, Art. 407 of the Civil Code of the Republic of Belarus).

The fact confirming the conclusion of a public contract by the service consumer is their submission of a service request and subsequent payment (cl. 3, Art. 408 of the Civil Code of the Republic of Belarus).

A public contract concluded in the above described manner is considered to be concluded in a simple written form (cl. 2, cl. 3 of Art. 404 and cl. 3 of Art. 408 of the Civil Code of the Republic of Belarus) and, accordingly, does not require formalisation on paper and has full legal force.
